Discovery Cove Four Condominium Units 2002 - 2003
Discovery Cove is Phase 3 of the Half Moon Bay condominiums in Croton-on-Hudson, located on the Hudson River off Municipal Place. As part of the permitting process, the Village
Planning Board required the developer to include at least two units of affordable housing. Early on, there was a focus on the needs of seniors, and this led to a decision to include four smaller units
instead of the original two. Subsequently another developer took over the project; Croton Housing Network requirements were included in the site plan, and the purchase price for the CHN units was set
such that the original rents could be held to about $500 per month. Partial funding came from the Westchester County HOME program, and the non-profit Community Preservation Corporation provided the mortgage.
The terms of the HOME program agreement dictate that these apartments will remain affordable for 20 years.
Each apartment is 590 square feet and consists of a living room, bedroom, kitchen and bath. Amenities include a washer, dryer, dishwasher and microwave. Tenants pay for all
utilities, including heat.
As affordable housing for seniors, there are age and income limits for residency at Discovery Cove:
- All residents must be 65 years of age or older by the date of initial occupancy.
- Rents in 2015 range from $578 to $625 and do not include utilities.
- The maximum income for tenants is 60 percent of the median income for Westchester County. Applications has details.
- Minimum income is set to ensure that residents can afford the rent, which should be no more than 30 percent of gross annual income. Exceptions can be made in cases where a friend or relative agrees to supplement the resident's income or where there is a Section 8 voucher.
